Briefly, how labels get into your campaigns.

An automation that every 24 hours compares each product against your ROAS or CPA target and writes one of six labels to a custom_label column in Merchant Center.
over_target, on_target, near_target and under_target describe the result against the target. learning means not enough data, excluded means products you excluded. The label changes when the result changes.
Nothing. PPCMax writes labels through the Merchant Center API into the custom_label column you pick. The feed on the shop side stays as it is.
In a Shopping or Performance Max campaign you filter product groups by custom_label. A typical split: one campaign for over_target with a bigger budget and one for under_target.
Yes. An excluded product goes to excluded and does not come back automatically. The agent can propose an exclusion, but always waits for your approval.
No. You set the target once and the schedule keeps running. You change it when the business goal changes, for example for a season.
